No humans, no human terror. - We could offer VPN and translator for free to all Russians, and create an online game that let them earn money or win prizes by proving they have seen international news. - We could also target nobody but Putin, and wait to see if the remaining people want to keep with its policy or find any better. - We could kidnap Russians and force them to visit the world so they start to understand what they are talking about, compared to its depiction on TV. - We could pay Russians to fight Putin more than he pays them to kill Ukrainians. - We could give every Russian a bulletproof suit, a handgun, a flashlight, a partisan manual, and let them re-invent participative politics. - etc.
