It may be that Russia if failing to fire its many shells because of the destruction of howitzers, stockpiles, and roads, and because of the high danger of using any artillery piece in range of Ukrainian artillery or in range of Ukrainian rocket launchers. Simple, dumb, non-guided high explosive or concussive artillery shells are extremely easier to produce in Russia than to deploy for combat in Ukraine in today's context. Also they are extremely easier to produce than brand new howitzers meant to replace the destroyed or obsolete ones , and extremely cheaper to produce than the training of good artillerymen meant to replace the dead ones , and cheaper than the maintenance of howitzers that have been over-used during a year in the shelling of entire cities. They can produce and pile as many shells as they want, this can never compensate for all the other technical and political limitations of their artillery groups.

The best help we could offer to both of them is to get rid of any obscurantist leader exploiting fears, without making any more victims among the peaceful civilians, until only genuine philanthropists get some political power in their place.

Real or fake, and no matter the subject, every time you see a document that talks about the value of people based on symbols or stigmas rather than on their actions , you know you are the target of fear exploiters who do not genuinely care about virtue and well-being in the word, and are only communicating with the goal of making you their puppet. They want to use you, don't want to be used. They want to abuse you, don't want to be abused.
