There were plenty of ethnic minority police bosses in 70s tv programmes, eastwood's escape from alcatraz , 1976, had a good black guy wrongly imprisoned for murder after killing 2 racist white guys in self defence, in the heat of the night in the 60s had a black cop who was a first class guy and detective, where all the whites were scum, madonna's like a prayer vid ,1989, had black jesus arrested by nasty white cops wrongly taking the blame for crimes committed by criminals.
