  1. Gustafsson was still defending, and he recovers from a lot of these situations, however, I think he could have called it just a little earlier but probably not as early as you are thinking.

  2.  @thatdoesntmakesense5558  wrong. He was blocking, it was just getting through. As long as there are signs of intelligent defense, the referee would let it go. You dont want to forsake a fighter losing from that when he is clearly defending. Also those are not power shots, you generate much less power when you are punching on the ground like that, most of the power comes from the hips, its the whole body. Now i am not saying they dont hurt, but they are significantly less powerful than if Rumble was standing up.
