Regardless of what you personally think of Trump, without a doubt, just as with any bigger than life wealthy famous individual such as he, he has his share of skeletons in the closet, and other powerful individuals like The Turtle absolutely told him what he could and couldn't do at the end of his term, lest blow the lid on him. I don't care who the President is, or how much anyone likes or dislikes them as a person or a chief executive, they all to some degree are controlled by powerful shadow figures behind the scenes that ensure they don't step out of line. Trump obviously pushed this to the absolute limits, and I am sure there were plenty that would have taken him out if they could have. Trump knew at the end he could not step out of line or he was finished. Why else would a man who did nothing but scorched earth tactics for 4 years suddenly become so timid?
