There were people who died of causes unrelated to COVID, but they tested positive for COVID Those were counted as COVID deaths, even though it wasn't a comorbidity that killed them. There were good financial reasons to do that for everyone since the federal government paid the hospital bills, and if I'm not mistaken, the fed would also assist with burial costs.
