  1. In most cities, subway systems are seen as a way to provide jobs to city residences. They have no push to become more efficient or improve service, because (a) they don't view the rider as their customer (b) they believe their main problem is they don't get enough funding (c) efficiency is not rewarded and no one is punished for poor service.
