  1. DC is less than 10 miles square. AFAIK there are no new car dealers left in DC (most left decades ago), so most people are going to Virginia or Maryland to buy cars. In fact, over the past 3 years, there has been an exodus of retail out of DC just as it peaked, and somehow the mayor thinks the residents are entitled to steal from stores. You feel bad for the normal residents of DC who see their city going to hell because the mayor and council act like stealing is reparations.

  2. Especially when people aren't stealing because they can't afford it, these are high school kids who are stealing to make money with street vendors.
