What California was doing was not allowing them to do that, which had the effect of insurance companies increasing rates for everyone in the country to make up for the losses in California. When they became uncompetitive, they left the state leaving homeowners with no insurance State laws cannot ignore the risk they create with their policies. it affects everyone.
