  1. The best time is the weekends in the nice weather when Midshipmen get liberty and are walking around the downtown in their uniforms. Also, you're very close to the Naval Academy, the tour is really great. Also if you can manage a to be there during the graduation ceremony, you'll get to see the them climb the greased poll and remove the cap!
