@yannickomani7382 "he clearly said that the bulleted language remained as guidelines," And he was clearly wrong when he said that. It doesn't matter what the house mandated, the only thing that matters is the language in the bill that was passed and signed by the president.

@yannickomani7382 A lot of blather to hide the fact that the verbiage referenced by Pothole Pete is not in the bill and cannot be used to justify regulation after the fact. Let me repeat. IT IS NOT IN THE BILL. So he cannot trot out the same deleted language and claim it was part of the intent of the bill particularly since it was removed to get approval from the senate. Let me repeat. THE VERBIAGE POTHOLE PETE WANTS TO INCLUDE IS NOT PART OF THE BILL. IT WAS REMOVED, THEREFORE REGULATORS CANNOT CLAIM IT WAS THE INTENT OF THE BILL.
