  1. The reason Biden won't discuss this with congress is because he is mentally unable to talk at that level. Other than muddled platitudes in speeches, the best he can do is pretend to shake hands with imaginary people. Once you move beyond these two low bars, you're in a territory that is simply beyond Biden's grasp.
