  1. They ask that much because they know federally backed funds are available to pay that much. Frankly it's a rational thing to do in the sense that you charge what people are willing to pay. The irony is it's the availability of loans that has made college unaffordable.

  2.  @christina2975  No, they're not. They're judging whether the law says the president can act without congress, which is pretty cut and dried. The answer is no. Do you understand what the three branches of the government are and how they work together?
