In 10 years, there won't be any rental units available, so NYC will raise taxes to pay for "affordable housing". And that will happen because corporations will dump the buildings and accept the loss, and it will be sold to under-capitalized companies who won't provide proper maintenance, the city will sue the new companies and they'll simply declare bankruptcy because they already made their money. And they won't be able to come after the investors, because it will done through a company chartered in the Caymans. And everybody will still vote for the people who caused the problem, and it will get worse and pretty soon, you'll have Detroit East.
