  1. Presumably, an actor before being allowed to pick up a pistol, gun or rifle must take a basic safety course. As soon as you pick up a gun, assume it's loaded, check the chamber (if it has one) to ensure the gun is not loaded. If you don't understand how the weapon works, put it back down and ask for help. Ensure you understand the difference between a blank and a regular round. What that means legally depends on the locality in which the accident occurred.
