  3. Why would Russia and China agree to cut their military budget? It’s the USA that has been ramping up for years. Russia and China have been increasing their budgets because of threats from the USA. Secondly it’s the USA that can’t afford their military so let it sink them. Finally the UK, French and Israeli nukes have to be scrapped in any deals. Especially as those countries are all in economic trouble.
