  1. How to beat narcotics is simple. Legalize it, and provide mental support for those who use it. Don't criminalize it. If someone needs to use the drugs for better mental health, it's a problem that needs to be addressed, not have them thrown in jail for ever. This is how cartels make profit, they give those drugs to people who need it, but because it's illegal, it gives them reason to do it violently, and have prices for it so high.
