Well, actually, you cannot say that, because the US used Al-Qaeda to attack Iran some years ago, basic history, and as such, Al-Qaeda was a US proxy, until of course shit hit the fan, but Israel is the US's "Closest" ally in the middle east... so technically guilty by association. It's obvious no one in the middle east is clean of all these wars that have taken place, they all have proxy factions and people are dying everyone regardless of who's Agenda is at play.
