Historically, yes. The system was designed to be that way until MLK defeated it. However, corruption, like in any nations Law Enforcement, remains. There are some places where you will meet that kind of ethnic prejudice. Of course though, it's better today. You only hear about isolated incidents in some places, or by justice departments who have a personal status allegiance. Those are the systems that need to be rooted out and rebuilt from the ground up.
