It's not a big deal. All three nations involved met to discuss, and the only issue is how long it takes before water flows when the dam is put into use. I'm pretty sure they can come up with something, it's best not to make a big political scene out of something that's not. Also, what would they gain from controlling the flow of the water? It would on'y bring a war, and that's a reckless thing for a country to do if they simply need the Dam for electricity. There's it's strategically stupid to block the flow of water on purpose, so it would only be done as a political scam to blackmain those who really need it for Economic purposes.
