  1. The water charges are disproportionate for what you receive. My latest water bill is $10 for water, $2 for sewage disposal, but total for additional fixed charges, water service provided around $85 and parks and garden (public areas) about $45, so total at or over $127. There is little possibility to save costs on water usage, when the fixed, independant of water use, costs ten times actual water use. Really heavy users should be paying greater proportion of at least the service costs.
