The Queensland sign phone number did not include the state wide area code, 04 Queensland, 03 Victoria, etc. The phone numbers were some long time ago extended with an extra digit making phone numbers 4 + 4, previously 3 + 4 started running out of numbers, so had to expand. For international there is also another prefix as all world countries. The area code is only essential when calling other states numbers, but most people store numbers including the prefix state code. These state numbers become useful weeding unwanted marketing calls in many cases when unknown numbers appear from interstate, as the calling number if not blocked out will include that 2 digit area code, and unexpected calls from out of state tend in great proportion to be telemarketers.
