  1. Netherlands is inherently bike friendly, it is almost entirely flat. Hills almost do not exist.

  2.  @EnjoyFirefighting  I can not speak of all northern Germany Hamburg has very good bike support. I have spent many days cycling the area visiting many relatives. As far as Flat, only the coastal fringe is really flat, even Hamburg has some profile. Moving south from there towards Hannover the country far from flat. No not mountains for that you need to go to southern regions, but the entire area of mid Germany is quite hilly. Very little is as flat as Netherlands. But all the cities I have stayed in all had lots of bike paths, and shared pedestrian-bike areas so very little need to ride on roadways.
