Basements are rare in Australia. Few even have small wine cellar. In tropical areas houses up on stilts are common, as total open air under is great in tropical heat areas, good in "Wet season" summer monsoon/storm times too for flooding protection. Many homes in other parts are on slab concrete or as was especially common years ago on stumps, so also small underhouse total air flow. Few places have true cold winter if excluding ski villages up in the mountains where snow falls but even there down to -10°C, 14°F is about typical coldest, with few places rarely lower than that. As most population is coastal concentrated, for most people 0°C, 32°F is about lowest, and all above Sydney/Perth latitudes warmer than that on all but rare events as coldest. More likely hot conditions are provided for in Australian housing. Roofing is rarely shingles in Australia, Tiles and sheet metal mainly for roofing.
