Such traffic sensing systems also negate need/purpose of racing the lights. The ahead lights no longer change according to fixed timing. No longer can you expect by going faster or slower that the lights ahead will favour you to be green. Also approaching a Green you need to expect that anyoment it may change to Red as you approach and that any change is due to cross traffic, be it cars trucks bicycles or pedestrians. Drivers become more traffic aware.

Turn on Red whether right in US or left in UK or Australia for example is NOT allowed in general, however depending on roads at the intersection and normal traffic demands, a turn slip lane is provided that clearly indicates allowed turn depending on cross traffic. Yes the turn entry is effectively a stop point forcing checking for traffic before turning. In general this works better and safer than the US assumed allowed turn right on Red. The slip lane normally also has a lane section dedicated to the turning vehicles for a short distance removing most cars from ahead flow before the attempted turn, so also removing many rear end crashes caused as cars do right on Red as that same slip lane is used even for turning on Green, leaving the main road lanes purely for straight ahead. Largely the slip lanes work similar to the turn off freeway to another freeway entry merge turn lane.
