In Australia traffic lights are on BOTH sides of the intersection.

Turning on red light, for Australia being left oriented like UK, a left turn is only allowed at larger intersections with appropriate spill 'turn' lanes provided. You are still legally liable to make sure of clear traffic conditions, but using spill lane makes the turn possible usually even a short merge lane section on the entered road if space exists. Two advantages there is no doubt on turn on red legality, and clearly no entry from minor side roads with lesser traffic, is not just turning out randomly for just any side/cross road, both roads can clearly see spill lanes for possible legally turning traffic entry. The spill section also has a leading in turn lane space a number of car length long, thus keeping the straight ahead lane clear for traffic not turning unless very heavy traffic exists with many turning cars queuing up. General traffic flow improves as now turning cars are not slowing and turning from the straight through flow traffic. Result, less rear enders at the turn, less slowing straight through traffic flow for traffic making turns.
