If Russia were targeting military sites, then it demonstrates how poor quality the Russian military is. To have such entirely bad aim and strike civilian centres and locations shows totally inadequate military capability. The current attacks are just continuation of what Russia started with all the way back in February, rain destruction on defenceless public.
