Because they want to spend less on the military and more on their citizens unlike russia who does not care about its citizens. The living standard in Russia is very low. No highways. There are less schools and hospitals in russia today than during the Yeltsin era. Too much dilapidated schools and hospitals. No toilets in many Soviet era buildings around Moscow. Let me add that Turkey is part of NATO and Turkey does not fear Russia. Remember Turkey shot down 2 russian jets in Syria. One directly by a Turkish F-16 and the other by Turkish proxies in Syria. There were russian deaths in this clash. Turkey also defeated Russia in their clash in Libya. Finally Turkey helped its ally Azerbaijan defeat Armenia a russia ally at border of russia and russia did nothing.

@Kitiwake In terms of nations position in the world, Putin is not to Biden. The GDP of russia is inferior to the GDP of South Korea or Brazil or India. Russians love mentioning Biden and Putin in the same argument as if these 2 are equal or even near equal. It valorises them. The GDP of the state of Texas is superior to the GDP of russia. And Texas is neither the richest nor the second richest state in the USA. Russia is in the league of Spain, Mexico, Brazil, India Kouth Korea etc.
