  2. The root of the problem is that urban planning in the US is horrible. Most US cities have extensive tracts of single-family residential zoning. That means hundreds or thousands of people who need a car to get to work, shopping, or recreation. Once you have to own a car, its marginal cost of us (pennies per mile driven) makes it the cheapest form of transportation for most trips. So all of those people who are using cars are not riding buses or trains. Abolish single-family-only residential tracts, and do a better job of mingling commercial and residential property, and you will see people give up their cars.
