  1. The most important thing that must exist to prevent a commodity-based economy from turning into a kleptocracy is the rule of law. Norway and Texas had the rule of law when oil was discovered. Neither Saudi Arabia nor Russia had them, and Venezuela's rule of law was weak and crumbled.
