  1. One thing that I have learned about the SCOTUS--and apparently the same applies to the Penn State Supreme Court as well--is that if they can rule on a procedural issue, they will. This avoids setting precedents. Personally I welcome the ruling because we need to uphold the principle that the government must keep its word. Whether the promise should have been made is a question worthy of debate, but once the promise is made it needs to be kept.
