  2. It is highly unlikely that the reports of failures and corruption are intended to catch us off-guard. The Chinese simply cannot bear to lose face, even if avoiding it requires choices that are bad for them, and everyone who has lived in China for extended periods of time are aware of corruption and shoddy work at every level of government.
