There is book titled Moscow 2042 in which a Russian man decides to destroy Communism from within by becoming the supreme leader of the Soviet Union and then doubling down and tripling down on communism until everything is wrecked and he is over thrown. Given what was done to Xi's family, it could be that he has realized that only the leader, with his power unchallenged, has any chance of bringing the system down. The other possibility is that Xi, like many people who only care about getting power and keeping it, knows only how to get power and to keep it, and is an idiot on all other matters.
