  1. As a software developer I can't see YouTube having any trouble enforcing their ad policies. The length of each ad is known. When the user requests a video, the ad is sent to the client machine, and then transmission of the the video waits until the time taken to watch the ad has passed. The end user either watches the ad or waits doing nothing for an equal span of time.
