  1. I see stores in these soft-on-crime states moving to the model used by the old Service Merchandise chain. SM was a department store in which none of the merchandise was on the sales floor. If you wanted something, you went to the check-out stand, purchased the item, and then picked it up from the part of the store where paid merchandise was handed over.

  2. It's easy to get around the law. Announce the store closure, keep the lights on, but remove all of the merchandise and equipment. Have one guy in a booth whose job is to call the police if there's any criminal activity. When the six months is up, turn of the lights.
