forming an alliance is exactly a military move and can be considered an act of war by some countries since now they are in a position where if they don't cave to demands by one they will face the wrath of both, Poland found itself in this situation when it was surrounded by all sided and ceased to exist as a country simply because the countries around them formed an alliance against them.
