  3. It's a very unstable region, lots of imbreeding, lots of extremism, very corrupt government and you only need a few "rebels" to mess up what little progress there is. In the 70s though it was a lot better, also has large rare earth deposites so might be a way out of poverty and insanity or just another motive to fall apart, who knows?
