It's probably not going to be enough to go through a carrier ship that has multiple layers of steel and firefighters and other methods could be used to reduce the damage done before it reaches the bottom of a ships hull. However it could deel a lot of localized damage for a rather cheap cost, the bigger danger in my opinion is not the loss of the ship itself but the multiple planes present on the ship, say you use drone swarms to drop Thermite on all the planes, rendering them all useless for any military engagement, the main function of the carrier has just been neutralized, billions worth of damage done for the cost at worst a couple of millions. Though carriers do have a lot of defences to prevent drones from coming close, a large enough swarm of drones with no specific jamming put in place can deal immense damage. The main benefit of drones is not that they can destroy enemy ships or anything else but they can do so for dirt cheap.
