Its not about replacing the US, it's about destabalizing US hegemony and carve out enough manpower, resources and influence around the globe to be able to withstand being isolated from the US global system. Once they have that they can slowly erode US hegemony, stealing border regions use of dollars or having US military dependency. Its not going to collapse the USA but it might pull it towards becoming like the Byzantine empire for Rome.
