  1. Sounds awfully like a new type of steel back when the bridge was cosntructed and nobody really knew how it would actually rust. Thus the engineers planned with a non rusty steel, but the plant wasnt able to provide that. COmbine this with as usual utterly horrible maintanace and you get this kind disaster.
