And even so, even with a threat like uk looming, it took 11 years to form a Federal government which eventually collapsed in 1861 Not to mention some states declared war to each others soon after the indipendence and it was this close the Confederation didn't break. So far in Europe there has no been a civil war, probably because what we have in common make differences pale in comparison
