  3.  @tefky7964  Because it's an union of different countries who CHOSE and AGREED the rules for that union. If one country cannot accept it it can exit. Bit it cannot stay and do as it please

Beside, single governments wouldn't be useless, they would just have less power, but that power would be transferred, democratically, to EU institutions. Again, if you don't like an institution, you leave, you don't demand to do whatever you like
