In order to be a neutral buffer state they Would 1) have to have the ability to fight both NATO and Russia if there neutrality was threatened And 2) have ZERO foreign troops or bases on there territory. Ukraine is not capable of the 1st requirement because unlike Switzerland or Sweden, it doesn’t have the money, military industry or advantageous terrain to fight off invaders by its self. And Russia’s Naval bases in Crimea would prevent them from achieving requirement 2. Not that Russia was ever going to give up its naval base, thus this war was inevitable the minuet Russia annexed Crimea.

It’s taken Russia 6 months to take a bombed out town in the middle of nowhere, while losing its own intact major city, only bridgehead over the Dnipro, and only land threat to Odessa it had left by losing Kherson.

And now since Kherson and all of Kharkiv are back in Ukrainian hands, the Ukrainians can free up more troops for the east to help defense the next defensive line after Bakmut. So ya, I say Bakmut lost its strategic value months ago for Russia, and it tied them down for 6 months so Ukraine could retake Kherson and push the Russians out of the north.
