And Russia shouldn't have armed them either, instead, Russia should have helped Ukraine supress the separatists while respecting Ukraine's independence from Russia influence. The Minsk agreements are worthless, since why should Ukraine cease fire when Donbas doesn't? Simple, because if they tried to rush it, more Russian soldiers would be dead. They are moving carefully to reduce their casualties. They don't care about civilians, only their own. It doesn't need to declare war for it to be a war, they invaded Ukraine and the definition of war is that of a state of armed conflict between different countries or different groups within a country. No matter what Russia calls it, it's a war.
