The fact that doing so would start further wars and that more people would have to die and that Russia would have to waste money and lives for further invasions? They are already dealing with Ukraine, they can't afford another front, nor another invasion right after this one is over. In order for Russia to pretend that it has nothing to do with them, they wouldn't able to provide any military help of their own to Wagner. Wagner might have some fightning ability, but they can't fight on their own whitout assistance against countries like Poland and NATO support.
