World changes over the years, what might not have happened some time ago, could have happened centuries ago, or could happen in the future. We are going to need something far more definitive than that.

  5. You can't create an hurricane with that technology, otherwise they would have used it against Russia by now, and nobody would be able to prove it. It would be the perfect crime. Also, why would they use it against their own towns?
