  1. Appropriate response? Appropriate response would be send more weapons to Ukraine or make sure the sanctions actually work. Of course saying nothing is better than making buzz with no real consequences, but that is the problem - no consequences. In the end, those provocations are still effective. They prob West again and again, showing the silence of the higher ups and laughing of how weak they are. It positively affects morale of war supporters in russia and hurts trust in allies among Ukrainians.
