  1. The military hospital referred to, in the Russian Bryansk region, was/is under construction. The fire is likely to have been caused by partisans or the Freedom of Russia Legion or the Russian Volunteer Corps. Since the building was under construction, I do not believe that damage or destruction of the building, in whole or in part, would constitute a war crime.
