Quite possibly influenced by China for a number of reasons re: North Korea stopping supply of munitions. -- China's concern about supplying a possible future enemy with munitions. -- China's concern about possible conflicts in the region that may require all munitions to be kept in "friendly" territory -- China's concern about the possiblity of secondary sanctions being applied against them for encouraging or permitting NK to supply munitions to Russia. There are, no doubt other possibilities to consider.
