Except that the NATO Defensive Alliance is, as it's name states, defensive in nature, function and action. NATO, by its charter, cannot act in a belligerent fashion. If NATO acted in that fashion, such action would undermine the whole intent of its function and reason for its existence. The Alliance would be acting in a fashion, just as Putin incorrectly claims, as a military threat to Russia. Any such action would then be justification for Russia to further escalate their actions against and response to military actions initiated by any member country of the NATO Defensive Alliance, or the Alliance as a whole. Consequently, as frustrating as it may be, NATO can only respond to belligerent provocation, whether by Russia or any other country. NATO cannot act as the provocateur. If the Alliance acted in such a manner, it would be putting itself and its members in exactly the same position as that for which Russia is justifiably condemned.
